Roskomnadzor is now taking part in Netoscope project

On the 19th of April in Moscow, an enlarged meeting of the Board of The Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) took place. The meeting was attended by the head of Roskomnadzor Alexander Zharov, President Advisor Igor Schegolev, chairman of Russia’s State Duma Committee of Information Policy, Information Technology and Communications Leonid Levin, Minister of Communications and Mass Media of Russia Nikolay Nikiforov, secretary of the Central Election Commission Maya Grishina and other members of the Board.

The head of Roskomnadzor Alexander Zharov talked about their work to combat Internet resources that contain extremist materials, violate copyright and other webpages that show illegal content. In particular, Alexander Zharov said that in 2015 Roskomnadzor got 144 requests from the Prosecutor General’s office in relation to 751 Internet pages that had information inciting mass disorder and extremist activities. From the beginning of the year 4.2 thousand web mirrors with extremist materials were discovered. Now about 1.3 thousand of such webpages and links are blocked, wrongful articles are removed from the majority of the resources.

At the meeting, an agreement has been signed between Coordination Center for TLD RU/РФ and Roskomnadzor to make Roskomnadzor a member of Netoscope scientific and technical cooperation that is aimed at providing security in the domain name use. The agreement was signed between the head of Roskomnadzor Alexander Zharov and Director of Coordination Center Andrey Vorobyev. The purpose of the agreement is to conduct joint research in the content, types and characteristics of illegal information online, develop new ways on how to prevents its spread online, create a technological and information platform for cooperation between the participants of Netoscope and also develop possible threat models and common ways to share information about the threats.

“The fact that Roskomnadzor is now a part of Netoscope raises our activities in the field of information security of a new level. Webpages with illegal content included in the Roskomnadzor register will be added to Netoscope’s database, information about them will be available to all users. Oyr cooperation will help us respond quicker to appearance of Internet resources online that violate the law and fight them more effectively”, said director of Coordination Center Andrey Vorobyev after the agreement had been signed.

We remind that the project of the Coordination Center for TLD RU/РФ Netoscope created in 2012 is the first information-analytical resource in Russia dedicated to information security in domain space. Information, reference and analytical materials about the spread of malware online and how the malicious resources are fought are published on the webpage. Visitors of the resource can use an online-service to check domain names for participation in malicious activities and also generate reports on the type and number of malware that got recorded by the companies-participants of the project. Along with Roskomnadzor Group-IB, Coordination Center, Kaspersky Lab, Mail.ru, Sputnik (Rostelecom), RU-CERT, Technical Center of Internet and Yandex also participate in the project.
