On March 25, the Coordination Center for TLD .RU held a working meeting on legal issues with the top managers and layers of accredited registrars. The meeting was attended by the director of the Coordination Center and representatives of the legal department and department on work with registrars and users.
The participants discussed the application of rules for registering domain names in the domains .RU and .РФ and the procedures that should be used in case of disputes about domain names. They also reviewed issues related to the use of current legislation in the activities of registrars. In particular, registrars wanted to know which actions they should take upon receiving court decisions or enforcement orders that contain formulas or instructions making it difficult or impossible to fulfill them as they do not directly relate to domain disputes. They also discussed cases when it is legal to deny information on an attorney’s request, what registration procedures and on what scale may be carried out in respect to domain names that are subject to a legal dispute, and many other issues.
Coordination Center experts said that amendments will be introduced to the Provisions on Disputes to rule out disputable issues during the transfer of management rights. Registrars were given advice on cooperation with government bodies and services for explaining the specificities of their performance. The center will continue working on this and help registrars resolve all topical issues.
Georgy Georgiyevsky, head of the center’s department on work with registrars and users, said at the end of the meeting: “The goal of our meeting is to reduce shortcomings in registrars’ work with clients. We discussed legal cases that often emerge during work with domain name administrators, rights holders, law enforcers and competent bodies, and reviewed issues pertaining to the interpretation of the registration rules for the .RU and .РФ domains. I think such meetings are useful for everyone and we will hold them regularly.”
