ROCIT has become the fifth competent organization to cooperate with the Coordination Center for TLD .RU/.РФ in countering illegal content. The two organizations signed an agreement on revealing and blocking resources spreading illegal content at the February 3 news conference, “Safe Internet.”
From now on, ROCIT will officially send messages on restricting access to domains spreading illegal content to the registrars of domain names in the .RU and .РФ domains. ROCIT has the right to report cases of phishing, scumware and unauthorized access to information systems. Such domains will be blocked by pre-trial procedure. The same applies to domain names involved in disseminating child pornography. Coordination Center Director Andrei Vorobyev emphasized that pre-trial blocking will be also applied to domain names, the registrars of which either misinform authorized bodies or do not present information about themselves. All other cases, for instance, online trade swindling about which users often complain, require serious work on determining criteria for pre-trial blocking of such domains.
ROCIT Director Sergei Grebennikov described the work of the ROCIT-organized Runet hotline: “The hotline daily received complaints from users and most are related to online services. According to statistics, 35 percent of complaints concern online shops; 24 percent communication services, 17 percent account hacking and password theft and 12 percent personal data theft. Every month we receive up to 2,000 reports on illegal content, including from trans-border cooperation channels.”
“Close cooperation with the Runet hotline will allow us to react to user complaints even quicker. Now registrars of domain names will be notified by ROCIT right after it receives a complaint. This will allow them to quickly connect with the administrator of the relevant website and resolve the issue. In addition, ROCIT will take part in technical cooperation on the Netoskop project on information security,” Vorobyev said.
Netoskop is a bright example of online self-regulation, he said. Runet’s major companies and government organizations like Roskomnadzor (Federal Service for Supervision of Communications, Information Technology and Mass Media) are taking part in this project. Vorobyev said that in his opinion ensuring online security with the help of Internet companies will be a main trend in 2016.
