Local content hosting in domains .Ru and .РФ discussed at 2015 Peering Forum

The MSK-IX 2015 Peering Forum, which took place in Moscow, discussed the development and functioning of the domain system. Jim Cowie of DYN Research told the participants about his survey of local hosting in the .RU and .РФ domains. He said that local storages were important for many services. A delay in the Moscow-US-Moscow signal ranges from 100 to 250 milliseconds, depending on which US coast, Western or Eastern, the signal is sent from. This is critically high for interactive content and may lead to the loss of users. Naturally, in the US almost all content is stored locally, and in the neighboring countries the share of US hosting is also large (in Canada, for example, it exceeds 80%). However, large European and Asian countries have to employ a different model. Russia follows the trend of keeping content in local storages. According to Alexa.com., 58 of 100 most popular Russian domains store content locally. In the domain .RU, the share of local hosting is 65%. In the domain .РФ, the share is even bigger, 81%, while the share of US hosting in minimal.

Pavel Khramtsov of MSK-IX spoke about his company’s participation in the Yeti international project. The Yeti project is dedicated to the study of DNS service in the IPv6 environment. “Our participation in this project helps us improve the quality of our services and the personnel skills,” Khramstov said. So far, it has been revealed that the introduction of IPv6 meets many obstacles: 67% of valid requests remain unanswered because there is no IPv6 connectivity.

Mikhail Yakushev of ICANN told the forum participants about the specifics of relations between ICANN and the operator community. He reminded them that the US government expressed its intention to give up control of DNS root zone.

Yakushev said that within a few weeks, or maybe even days, ICANN working groups will present their proposals on establishing new bodies which will take over control functions and expressed hope that the US would be satisfied with these proposals. He believes that in the beginning, the transfer of control functions will not lead to a change in the relations between ICANN and providers, but, he added, such changes are inevitable in the future. He also emphasized that another level of interaction between Internet structures on the logical (ICANN) and physical (operators, IXP) levels are the mirrors of the ICANN-governed L-root system. Yakushev urged the technical community to display more interest in opening new L-root mirrors, adding that this was not only in the interests of the global network development, but also in the interests of Russia.

The forum wound up with an address delivered by Leonid Todorov of APTLD. He told the participants about the peering market and transit of Internet traffic in the Asia-Pacific region.
