Blocked domains to be included in a stop list

In connection with the enactment of amendments to the Federal Law On Information, Information Technology and Protection of Information, the Coordination Center for TLD RU has proposed changing the rules for .RU and .РФ domain registration. Under the law, a court may rule to enter domain names in a banned information register, where they will be blocked "for life." At the same time, the owners of these domains may wish to sell them on the secondary market or to release them on the market, which may harm other people who will register them later.

Director of the Coordination Center Andrey Vorobyev commented on this initiative: "When registration of a domain name that was included in the single register of the websites blocked by Roskomnadzor expires, it can find its way onto the market, and be registered by a new owner. However, since the domain in question remains blocked in the registry, the new website will not be operational, even if its content is perfectly legal. To avoid this, we propose creating a separate list of domains unavailable for registration. It will include only domains that have been legally blocked for their lifetime. Once the court decides to unblock these domains, they will be removed from the stop list and will again become available to users. "

The Coordination Center plans to discuss with the Ministry of Communications and Mass Media the possible expansion of the list of competent agencies entitled to advise registrars to remove a domain that engages in phishing activities or spreads malware from delegation. The working group will also include representatives of the Registrars Committee in order to jointly develop the fastest and most effective mechanisms for interaction between all stakeholders, as well as ways of promptly updating administrators about blocked domains.
