Andrei Kolesnikov: «Internet is a system built on trust»

Andrei Kolesnikov, director at Coordination Center for TLD RU/РФ participated in a session called “Is Internet stable in Russia?” that took place in the first day of 19th Russian Internet Forum. Session was dedicated to discussing what influence do international organizations, Russian government agencies and important world events have on the Russian segment of the Internet?

The attendees discussed such issues as management of the global address system, storage of personal data, connectivity between Russian and global networks and availability of key services for users.

According to Andrei Kolesnikov, the main task is to make networks work even if some important nodes are down. This is why all regulating initiatives should stimulate this quality of the Internet. Modern network is built on trust and it is important to preserve it.

Ilya Massukh, President at the Information Democracy Foundation, pointed out that Russia is a country with big potential, including Internet based technologies, and it is very important to defend the interests of the state on all levels – from technological independence to political representation in international organizations.

Internet ombudsman Dmitry Marinichev thinks that pursuit of excessive sovereignty of the Internet is similar to Middle Ages – separate segments seem like feudal cities, that live on their own till comes a more strong and structured power that absorbs them.

Andrei Kolesnikov also said that one of the most effective ways to get involved in the Internet management is to work in the international expert and working groups that create different standards: “The participation in these groups is declarative, everyone was come, listen and offer their solutions. This is soft power that nevertheless shouldn’t be neglected. And I urge our experts, talented developers to more actively participate in such projects.”
