On December 12, 2011 regular elections of the CC’s Council were held. The new members elected to the Council are Elena Vyacheslavovna Lashkina, Marina Vasilievna Nikerova, Igor Viktorovich Semenyuk, Aleksey Yurievich Sokolov. Mikhail Abramovich Medrish was elected the Chairperson of the Council. The new Council members will come into office from 1 January 2013.
The rotation of the CC’s Council members takes place annually: in compliance with the rules of the Council’s formation, its members are elected for the term of three years, accordingly, each year one-third of the Council steps down and new members are elected to replace them. In all, in 2012, 15 applications were submitted, of which 1was revoked by the applicant. Among 14 applicants six were elected on recommendation of the acting Council members and eight were self-nominated. Three applicants had been members of the Council before and stepped down in 2010 and 2011 due to the termination of the authority term.
We want to remind that there are 12 elected members in the CC’s Council and one representative of the government who is delegated to the Council membership by the Telecommunications Administration of the RF. Since August 2012 Denis L’vovich Sverdlov , Deputy Minister of Telecommunications and Mass Media has been the representative of the government in the CC’s Council.
This year the following Council members are to step down from the Council: Oleg Igorevich Tabarovsky,The Council Chairperson, and three Council members: Marat Alikovich Guriev, Denis Vladislavovich Stafeev and Maxim Viktorovich Bobin. New Council members are:
Elena Vyacheslavovna Lashkina – Vice-President of JSC “Nvision group”, Head of the Department on cooperation with governmental agencies in Russia and CIS countries. Graduate from Tashkent State Technical University. In 1996 joined “Nezavisimaya” newspaper as a correspondent of the economics department, since 2000 Head of the economics department. Since 2003 Elena was a governmental columnist of “Rossiyskaya Newspaper”. In July 2008 Elena Lashkina was appointed assistant press-secretary of the Minister of Telecommunications and Mass media of the RF. She cooperated with the Coordination Center on a number of major projects including implementation of domain .РФ and preparation and realization of Russian Internet Governance Forum.
Marina Vasilievna Nikerova – Senior Deputy Director of the Technical Center of Internet. Graduate from the Moscow Physics and Technology Institute with a specialization - engineer –mathematician. In 1999 Marina also completed the course on marketing at the Higher School of Economics. Marina started her carrier as an ordinary employee and went up to executive positions in various telecom companies, communication providers (Glasnet, Golden Telecom, Masterhost and others). Marina was a member of CC’s Council in 2009-2011 and the Council Chairperson in 2011.
Igor Victorovich Semenyuk – Senior Engineer of “Mail.ru”. In 1984 graduated from Physics Department of Moscow State University and worked in NICEVT, IAS, Argonavt, Sovam Teleport, Teleross, Golden Telecom, Vympelcom. Since 1992 his worked has been connected with the Internet. Igor has participated in the formation of Russian Internet addressing policies and routing. The Minister of Telecommunications and Mass media of RF awarded him with an honorary certificate.
Aleksey Yurievich Sokolov – Director on Development of the network infrastructure of Yandex Company. Graduate of Moscow Physics and Technology Institute, Faculty of problems of Physics and Power Engineering. Aleksey has a PhD. degree. Since 1982 has been working in IKI RAS. Since 1994 has been working as an executive in various large Russian Telecom companies, actively participates in different Internet –technology projects. Aleksey was a member of the CC’s Council in 2009-2011.
