The Coordination Center Council has agreed on domain dispute regulations

On September 20, 2012, the Coordination Center Council has approved the Regulations on procedures for domain name disputes during the meeting. While the unified Rules of domain name registration in .RU and .РФ came into effect on November 11, 2011, the registrars still had to use the procedures for domain name disputes that were approved earlier for .РФ and .RU domains. After the unified regulations were approved, the Council went to work on regulations that specifically addressed the domain name disputes.

"Many experts worked hard to achieve the approval of these very important regulations. The best legal departments – both those working in our industry and those representing the copyright owners – were developing these procedures. The Regulations are a large step forward for Russian domain industry in terms of relations with copyright owners, representing the highest level of accountability for all stakeholders, and I think that the outcome for the Russian domain space will be positive, ensuring transparent communications between all parties", said Mikhail Yakushev, the member of the CC Council.

"The Regulations, in particular, enable registrars to restrict changes to the domain name before court verdict, solely upon receiving the copyright claim. This means that the registrar is now able to enforce time restrictions for any changes to a domain name that is subject to some copyright claim. If the registrars will have to cope with a rising number of claims, the Coordination Center is willing to help them", noted Andrei Kolesnikov, the director of the Coordination Center.

Other topics for discussion included the issues of using domain names in Russia's national domain zones for criminal purposes, as well as the Coordination Center's actions to tackle the cybercrime.
