On May 14 2012 in Moscow, at the Expocenter on Krasnaya Presnya the Third Russian Internet Government Forum was kicked off. Information Security Forum organized by the Coordination Center for TLD RU/РФ at the support of the Ministry of Telecommunications and Mass Communications of RF.
The forum was opened by acting Minister of Telecommunications and Mass Communications of RF Igor Schegolev, who in his speech paid special attention to the role efforts undertaken by Russia and Global community to ensure information security. He emphasized the importance of Russian initiatives on information security. As Schegolev said, nowadays the world is striving for bilateral agreements on information security which essentially complicates cooperation between states in this direction.
Director of the Coordination Center for TLD RU/РФ Andrey Kolesnikov awarded Igor Schegolev with a medal “For services for the Internet”, having marked in this way the contribution which Minister and his agency make into the development of Russian Internet Space. Igor Schegolev pointed out that we can be proud of Russian Internet:”We have really become a major market in Europe by the number of Internet users. But it is not only the virtue of the Ministry, the main thing here is the efforts of all Russian Internet Community.”
The plenary session “Information security: global challenges, universal solutions” was divided into 4 parts, each part including participation of Russian and foreign representatives. Michael Moran, Acting Assistant Deputy Director of Interpol and Aleksey Moshkov, Head of the Bureau of Special Technical Measures, Police Major General told about combat against cybercrime and about cooperation and joint initiatives in this field. “Law enforcement bodies of all countries must take the responsibility for combat against computer crime.” emphasized Michael Moran. “Cybercrime does not have any nationality; there are no specific American or Russian crimes. Therefore, it is important to combine efforts of law enforcement bodies of all countries as in the case with real international crime.”Aleksey Moshkov pointed out that in combat with cybercrime law enforcement bodies of all countries use the same instruments of interaction and have the same aims and tasks.”We are ready to share with our colleagues our own methods and best practices in combat with computer crime, such exchange is useful for all,” he said.
Andrew Wyckoff, Director of Science, Technology and Industry Department of OECD and Robert Shlegel, Deputy Chairman of the State Duma Committee on Physical culture, Sport and Youth told about the role of intergovernmental agencies in realization of safe and accessible Internet program. Andrew Wyckoff told about the role of OECD in the organization in international information security. “OECD is an organization which fully realizes the principles of joint internet governance; it represents all parties participating in this process. Each party has its solutions to ensure security and we are busy with combining these solutions and creating the basis for the development of national policies for information security,” he said. Robert Shlegel emphasized that the Internet is a trans-border environment, and there are necessary international solutions which will not have only recommendation nature, but set the program of action for all international community.
Andrea Rigoni, General Director of Global Cybersecurity Center (GCSEC), Natalia Kaspersky, General Director of InfoWatch and Jeff Moss, Vice-President of ICANN took part in part Methods and instruments of prevention of, and response to, DDoS attacks: international experience. After the exchange of opinions about modern DDoS attacks and methods of preventing them the discussion moved to the question of Internet regulation including that of legislation. Natalia Kaspersky emphasized that the regulation is first concerns the internet standards and overall duty to stick to them. “But it is impossible to combat cybercrime without laws and the basis of laws must be developed at the international level”, she said. Jeff Moss believes that the development of technologies must come to the forefront which can help to prevent DDoS attacks. Andrea Rigoni said that the key role in combat with cybercrime depends on the combined efforts of states and private businesses which only together can resist well organized crime in the Internet.
Andrey Robachevsky, Program Director, Internet society (ISOC) and Ruslan Gattarov, Member of the Federation Council of the RF Federal Assembly discussed the role of business and civil society in information security provision. Ruslan Gattarov spoke about the development of projects “Electronic Government” and “E-parliament” in Russia. Andrey Robachevsky presented to the forum participants ISOC views on the problems of cyber-security. “Our approach to the solution of information security problems is base of the understanding of value which the Internet presents for all. It is necessary to remember about these values: rich interconnectivity and integrity of the Internet, possibility to create something new without special approval, possibility of international cooperation,” he said.
Closing the plenary session Andrey Kolesnikov said: “Russia has become one of the leading Internet states, we have major Internet business in Europe. This is the reason to be proud. But the Internet in Russia like everywhere in the world is just at the beginning of the way and the increasing number of Internet users are concerned with the problems of information security which we are discussing today.”
The Forum proceeded with the lecture by Jeff Moss Security Vice-President of ICANN “Technological aspects of cyber-security”, which the lecturer provided with subtitle “Why I trust nobody?” Video recording of the lecture by Jeff Moss will be available on the web site of the Coordination Center soon.
After the break the forum launched and interactive program which was held in the format of lectures and workshops. For this purpose there are for theme venues where it is possible to listen to short lectures of famous Internet security specialists, ask questions and have hands-on experience of existing threats and methods of protection.
