The Center of political research of Russia (PRR) hold in Geneva an international seminar, where the issues of security and modern information technologies governance were discussed. At the seminar Russian and foreign experts presented the views on key challenges of global internet governance and international information security.
The discussion was kicked off by Chairman of the Board of PRR-Center, Vice-President of Mail.Ru Group, member of the Board of Coordination Center for TLD RU/РФ Michael Yakushev - one of the leading Russian experts on cyber-law. In his speech he touched upon the urgent problems of Internet governance and cyber-security. He pointed out that changes which are going on today in the Internet creates new objects and systems of relations for which there are no proper regulation system. It poses a problem for both separate governments and the whole global community.
According to the opinion of the speaker and other participants of the discussion, the only answer is the multi-stakeholder model – or management of efforts of many interested participants. The traditional model includes three subjects-governments, private sector and civil society. But as Vice-President of ISOC Marcus Kummer participating in the discussion, pointed out nowadays this composition increasingly includes as a separate rightful subject the community of technical and theoretical experts in Internet industry. The topic of Global Internet governance and Global information security is more often heard at various Russian and foreign discussion venues. Therefore, these topics will be discussed on May 14 at the Third Russian Internet Governance Forum, which is this year devoted to the development of right and reasonable models of international cooperation in provision of cyber-security and combat against cybercrime.
