Andrey Kolesnikov: “The volume of work while applying for a new TLD may be compared with an IPO bid”

Coordination Center for TLD RU/РФ participated in the panel session “Domains” at the annual conference RIF+KIB. The presenters of the panel session were Olga Aleksandrova –Myasina (Coordination Center) and Andrey Vorobyev (RU-CENTER).

One of the most debatable topics within the framework of the panel session became the program of new gTLD). Managing partner of the group of companies Hosting Community and General Director of Registry RU-CENTER Alexander Panov told about the procedure of application submission to ICANN and about the price of such application. “New domains must not contradict the rules of ICANN, they are subject to stricter rules both for registrars and technologies.” said Panov. Director of Coordination Center Andrey Kolesnikov, said in his turn that sending an application is a costly and complicated procedure which is not affordable by anyone. “The volume of work needed for a new TLD application can be compared with the work to be done for an IPO bid. It is even much simpler to enter NASDAQ“, said Kolesnikov.

Russian companies have been actively involved in a new program of ICANN. Andrey Kolesnikov and Ilia Peresedov, Executive Director of "Smart Internet Foundation" told about the preparation and sending an application for domain . ДЕТИ (Children). Ilia Peresedov pointed out that the Foundation did not have the task to isolate children and teenagers from “adult” Internet. Member of the Board of Coordination Center Pavel Khramtsov told about existing security systems DNS and possible DNS attacks-particularly about DNS entries spoofing, how to prevent critical situations. Khramtsov emphasized that changes in the registration rules of domain names in domains .RU and РФ were good for the Russian segment of the Internet. “New rules of registration of gTLDs gave a positive result,” - said Khramtsov.

Representatives of the Coordination Center also took part in the panel session “Where Russian Internet is moving” as experts and listeners. The panel session was held in the discussion format where the Minister of Telecommunications and Mass Communications Igor Schogolev was invited as a “referee” for the discussion. Andrey Kolesnikov who participated in the discussion, believes that various methods offered by the opponents are good for foreign systems and not that good for the Russian governance model. “We have a young Internet developing within the frames of command -and -administration system. We have a chance to pass immediately to a direct public governance via Internet,” said Andrey Kolesnikov.
