On December 2011 regular elections of the CC’s Council were held. The new members elected to the Council are Viktor Leonidovich Belov, Mikhail Abramovich Medrish, Pavel Bronislavovich Khramtsov, Mikhail Vladimirovich Yakushev. Oleg Igorevich Tabarovsky replaced the outgoing Chair of the Council Marina Vasilievlna Nikerova. The new Council members will come into office from 1 January 2012.
The rotation of the CC’s Council members takes place annually: in compliance with the rules of the Council’s formation, its members are elected for the term of three years, accordingly, each year one-third of the Council steps down and new members are elected to replace them. In all, 16 applications were submitted, of which 4 ones – on recommendation of the Council members.
This year the following Council members are to step down from the Council: Marina Vasilievna Nikerova, The Council Chairperson, and three Council members: Alexey Dmitrievich Lesnikov, Yulia Viktorovna Ovchinnikova and Alexey Yurievich Sokolov.
New Council members are:
Viktor Leonidovich Belov, Head of the Communications Network Department of JSC “MTS”. For many years he has been an active member of the Russian Internet community; from 1996 his professional activity is linked with the development of the Russian segment of the Web. Presently he heads the department responsible for the development and operation of the online network of JSC “MTS”.
Mikhail Abramovich Medrish is Technical Director of CJSC “AKADO-Stolitsa”. He was elected the CC’s Council member at the founding meeting of 12 July 2001 and was Council member until 2012. In 2009 he took part in the development of the Statute of CJSC “Technical Center of Internet”. He is one of the most prominent members of the Internet community in Russia.
Pavel Bronislavovich Khramtsov is an Information Policy Director at CJSC RSITS (RU-CENTER registrar), also performing his duties as a Head of Internet Department at Russian Scientific Centre "Kurchatov Institute". Mr. Khramtsov is also a member of RAEC (Russian Association of Electronic Communications) committee for Information Security and Cybercrime, and a member of Foundation for Assistance for Internet Technologies and Infrastructure Development. He received his candidate degree from Moscow Engineering Physics Institute and holds a docent rank there at a Department of System Analysis. Pavel Khramtsov is also studying the dynamics of Russian domain zones, having developed and launched stat.nic.ru, a portal dedicated to domain usage stats.
Mikhail Vladimirovich Yakushev is Vice-President of Mail.Ru Group. From 1995 he is concerned with the Internet regulation issues. In 2004-2006 he was Director of the Legal Department of the RF Ministry of Telecommunications and Mass Media, representative of the authorized representative of the RF Ministry of Telecommunications and Mass Media in the CC. He is author of several books and dozens of publications on the regulation of domain space and other aspects of Internet regulation. He is proactive in the Russian Association of Electronic Communications (RAEC). From 2004 through 2010 he was the CC’s Council member, from 2007 through 2010 – the CC’s Council Chairman.
