On Tuesday, 18 October, the Coordination Center held a meeting with journalists representing Russian newspapers. The meeting was held in the format of press breakfast with Marina Nikerova, the CC’s Council Chairperson, and Sergey Kopylov, head of the legal department of Technical Center of Internet.
One of the main issues that journalists were keen to know was the recently adopted by the CC’s Council Terms and Conditions of domain names registration in domains .RU and .РФ. Marina Nikerova advised that the new Terms and Conditions would come into effect on 11 November 2011, i.e. exactly in a year since the launch of the open domain names registration in domain .РФ. The Chairperson also briefed the journalists on reasons behind the CC’s Council’s move to develop the new uniform Terms and Conditions and about their main provisions. “The Terms and Conditions are no dogma. They are constantly modified to match developments taking place both on the domain names market and in the Russian law,” – emphasized Marina Nikerova. Sergey Kopylov related about development and drafting of the new versions of the
Terms and Conditions of domain names registration and other documents in the Coordination Center. “Any document passes through multiple discussions at the Coordination Center, by working groups, at the Registrars’ committee, with users and the government representatives. To arrange it in such a way that the document would be beneficial only for a certain single party is simply impossible –any attempts to pass such modifications will fail already at the stage of discussion,” – said he.
The procedure of launching new top-level domains (new gTLDs) raised many questions: the chance for any party to submit an application for their top-level domain to ICANN will be available on 12 January 2012. Marina Nikerova drew journalists’ attention to the fact the “window” for submission of first applications will remain open only for 3 months, through 12 April 2012. “We would like all Russian companies and organizations ,which plan to acquire their own top-level domains, to understand that the procedure for submission and processing of application by ICANN is rather challenging and time consuming. Therefore, get your applications ready right now. As to the technical aspect, we remind you that Technical Center of Internet currently services3 domain zones - .RU, .РФ and .SU, and is ready to accommodate another several domain zones,” – related Marina Nikerova.
In a relaxed and informal setting of press breakfast the journalists have got answers to all their questions. Further discussion of the development of the Russian domain space will be held on 20 October at the session “Domain names” within the framework of the Russian Internet week. The moderator of the session will be Andrey Kolesnikov, the CC CEO.
