The Sixth Internet Governance Forum kicked off on 27 September 2011. In December 2010, the UN General Assembly extended the IGF mandate for another 5 years. This year, the Forum is hosted by the Government of Kenya and is held on 27-30 September 2011. The overarching subject of the Forum is: "Internet as a Catalyst for Change: Access, Development, Freedoms and Innovation". This theme reflects the main objective of all IGF meetings: to realize the boundless opportunities for an open and comprehensive dialogue and exchange of ideas between all stakeholders eager to ensure a stable and secure development of the cyberspace.
The meeting boasts its own pages in various social networks: Facebook, Youtube, Twitter and Flickr. 150-plus panels, workshops, meetings and other events will be organized at the Forum.
The Russian delegation comprises Mr. Andrey Kolesnikov, the CC’s CEO, Ms. Irina Danelia, the CC’s Deputy CEO, Ms. Marina Nikerova, the CC Board Chairperson, and Mr. Leonid Todorov, Head of the CC’s government relations and contributed substantially to the Forum’s agenda. On the 1st day of IGF-2011, Andrey Kolesnikov participated in a workshop "Blocking content: issues, principles and paths forward". The workshop focused on the forms of blocking illegal content, including the one with the use of DNS. The workshop participants concluded that the use of DNS for this purpose is extremely inefficient and it is necessary to combat cybercrime itself and not its consequences. "To refine content at the domain zones’ level is like to swat a fly with a sledgehammer", – said Andrey Kolesnikov. As an example of an effective combat against illegal content, the workshop participants brought experience of the international social network INHOPE in combating child pornography.
A workshop "IDN: Implementations, Experiences and Challenges" will focus on issues related to the first IDN domains, their successes and challenges. Irina Danelia will give a presentation at the workshop, where she will brief attendees about the experience of domain .РФ’s first year of operation.
