Coordination Center for TLD RU participated in a regular meeting of Federal Antimonopoly Service, which dealt with the issue of allocation of domain names in IDN TLD .РФ. As a reminder, the case was put off several times for a later date – the last time it happened due to the need to obtain additional evidence by FAS Commission.
JSC RSITS representatives (registrar RU-CENTER) briefed the Commission about the procedure of transfer of the right to administer a domain name upon one year since the domain name registration: so, upon one year of domain registration, whose de jury administrator is JSC “RSITS”, a user may become a full owner of the domain name in IDN TLD .РФ providing the service has been extended for another year. At the moment, as some domains were registered directly by the registrar RU-CENTER, the users who subsequently bought those domains at an auction are not their administrators: instead, RU-CENTER provides to these clients such a service as “domain ownership”. Meanwhile, the measure against cybersquatting adopted at the time of the development of Terms and Conditions of domain dames registration in IDN TLD .РФ envisaged that Cyrillic domain names may not change their owner within the first year. Earlier, at the previous meeting, JSC RSITS representatives explained that in order to remedy the situation it was necessary to delete the entry about “the disputed” domain from the main registry of .РФ, then reregister such domain on the new owner’s data. At the last hearing tJSC RSITS representatives reported that about four percent of domain names, with regard to which applications concerning the change of administrator had been received can “get lost” in the process: when the entry is deleted from the registry, the domain names become available and anyone interested may register them.
Once all the parties involved in the case were questioned by the Commission, the latter decided to postpone the consideration of the case until July 1, 2011. The Coordination Center for TLD RU is going to follow up on the case of allocation of domain names in IDN TLD .РФ.
