The Coordination Center took part in a regular meeting of the Federal Antimonopoly Committee on the case of allocation of domain names in IDN TLD .РФ. The consideration of the case was earlier put off several times, in particular because RU-CENTR, one of the entities named in the case, failed to submit requested documents on time. Following the results of the meeting of 13 April 2011, the consideration of the case was again rescheduled for a later date, however, by a different reason: FAS is to open investigation against another registrar, RTKOMM (JSC “RTKomm.RU”). The next hearing on the case is scheduled for the last decade of May 2011.
Another registrar’s complicity for the case of domain names was exposed in the course of investigation on two legal entities: the CJSC “RSITS” and ANO “RSITS” (RU-CENTER’s trademark). As a result of the investigation activities, the FAS has obtained certain documents, some of which implicate RTCOMM in the mass buy--up of domain names at the beginning of registration in domain space .РФ.
It should be noted that the meeting was marked by one more development in the case: the Commission of the Federal Antimonopoly Service found in the activities of the JSC “RSITS” (RU-CENTER) signs of violation of part 3 Article 11 of the Law “On Protection of Competition”. The FAS’s report of the meeting, in particular, states that this means coordination of economic activity.
