In compliance with the new documents effective as of 11 January 2011 – the Accreditation Agreement, Regulation of Conduct of Inspections and Accreditation Termination Regulation, the Commission for disputed matters related to accreditation was established under the Coordination Center.
Members of the Commission are: German Klimenko (Liveinternet), Anton Merkurov (independent expert), Sergey Avetikov (Syncopate), Petr Palamarchuk (Khostobzor), Dmitry Burkov (IBM). Chairman of the Commission was elected Stanislav rachinsky (Klerk. ru). A panel of six independent experts (3 experts to be nominated by CC and another three – by the Registrars Committee) are elected to the Commission for the term of one year. Importantly, elected to the Commission may be only independent experts who are not affiliated either with CC, or with the registrars community.
According to the Commission’s Regulation, its mandate embraces matters associated with termination of registrars’ accreditation and consideration of the latter’s claims in regard to santions imposed by CC. So, the Commission’s mission is to retain the balance of interests of the parties concerned and block a possibility for making biased decisions towards a registrar. The Commission will be convened on the ad hoc basis, upon receipt of the notification of the need to convene a session from the CC’ Director or a claim in writing from a registrar.
The Commission’s rulings are binding for the CC and the registrar whom it concerns. The Commission’s decision may become the ground for termination of a registrar’s accreditation as per the Accreditation Termination Regulation, or for lifting sanctions earlier imposed by CC.
