The Coordination Center took part in a regular meeting of the Federal Antimonopoly Service. It was envisaged that the meeting will deal with the investigation of domains registration by ZAO “RCITS” (RU-CENTER) with signs of violation of antimonopoly legislation at bottom. However, the meeting was opened by a claim from RU-CENTER which questioned legitimacy of the CC’s activity in issues related to the administration of IDN TLD .РФ. The motion was rejected due to the fact that it had no relation to the issue under consideration. Moreover, this motion left the meeting participants bewildered because all the necessary information about the aspects of the CC’s activity is posted both on its website and on the site of the ICANN.
Because the RU-CENTER has not submitted the requested by the FAS documents the administrative case was initiated. “It is possible that as a result the FAS will impose a fine on the RU-CENTER because the refusal to present the documents for the meeting’s consideration is regarded an administrative violation according to the Administrative Offences Code of the Russian Federation, Article 19.8, item 5. According to the effective law in such a case a legal entity may be punished with a fine between 300 and 500 thousand Rubles,” – comments Sergey Kopylov, the CC’s representative.
