On 30 November, RU-CENTER, a domain names registrar accredited in domain zone .РФ, gave a press conference to announce it was going to continue domain names auctions in ccTLD .РФ. In connection with this the CC once again draws the users’ attention to the fact that domain names auctions in ccTLD .РФ contradict the Terms and Conditions of domain names registration in ccTLD .РФ and the respective Accreditation Agreements and highly recommends to refrain from participating in them. In compliance with recent agreements, RU-CENTER, is to submit to the Coordination Center information on queuing and auction details. All documents associated with registration of disputable domains and the registrar’s activities which have resulted in a domain names auction will be examined by an ad-hoc commission which will include representatives from the CC, the Internet community, MPs, representatives of the Federal Anti-Monopoly Service and the Ministry of Telecom and Mass Communications.
The Coordination Center recently lifted the blockage of the domain names set for an auction by RU-CENTER. The CC did it exclusively in the interests of end users, the majority of whom acted in good faith and in no way should suffer due to the registrar’s activities. Unblocking of the domains does not mean the CC’s approves of conducting domain names auctions, as one of basic rules of domain names registration has been violated – that is, the first come, first served principle. That is why the currently formed ad-hoc commission will examined each and every domain name set for an auction.
As a reminder, at the CC’s meeting held on 30 September 2010 the Board unanimously voted for this type of open registration and revoked the decision to launch a landrush registration of second-level domain names in ccTLD .РФ.
