The RIPE NCC held its 7th Regional Meeting in Moscow from 29 September - 1 October 2010, hosted by The Coordination Center for TLD RU. With over 380 attendees, the meeting was a huge success, with tutorials, presentations and panel sessions on topics including DDoS Attacks, DNS Security (DNSSEC), Operations of Networks and Exchange Points, Regional Connectivity and Capacity, the Evolution of the Internet and IPv6 Deployment. During the meeting, the attendees decided to further their cooperation by proposing the creation of a regional forum in which the region’s Internet experts could collaborate on issues unique to the Russian Federation, CIS and Eastern Europe.
Alexey Soldatov, Russian Federation Ministry of Telecommunication and Mass Media, told the attendees in his welcome address, "The future of the Internet depends on you to establish its infrastructure and maintenance. The RIPE NCC Regional Meeting Moscow is an excellent example of self-organisation and the exchange of experiences between the Russian Federation technical community and global Internet experts enables us to be fully involved in the development of the Internet."
Paul Rendek, RIPE NCC Head of External Relations and Communications, commented, "The RIPE NCC welcomes any move to create regional forums for network engineers and other technical staff that enable them to share their experiences and knowledge and identify areas for regional cooperation. It is the next logical step for a community that has, over the last five years, established itself as a unique gathering of technical minds. The RIPE NCC offers its full support and guidance throughout the process and looks forward to facilitate this process and the resulting forum."
About the RIPE NCC
Founded in 1992, the RIPE NCC is an independent, not-for-profit membership organisation that supports the infrastructure of the Internet. The most prominent activity of the RIPE NCC is to act as a Regional Internet Registry (RIR) providing global Internet resources and related services to a current membership base of around 7,000 members in over 75 countries.
These members consist mainly of Internet Service Providers (ISPs), telecommunication organisations and large corporations located in Europe, the Middle East and parts of Central Asia.
As one of the world’s five RIRs, the RIPE NCC performs a range of critical functions including:
- The reliable and stable allocation of Internet number resources (IPv4, IPv6 and AS Number resources)
- The responsible storage and maintenance of this registration data
- The provision of an open, publicly accessible database where this data can be accessed
The RIPE NCC also provides a range of technical and coordination services for the Internet community. These services include the operation of K-root (one of the 13 root name servers), the Deployment of Internet Security Infrastructure (DISI) and DNS Monitoring (DNSMON).
As a result of its established position in the Internet industry, the RIPE NCC has played an important role in the World Summit on the Information Society (WSIS), the Internet Governance Forum (IGF), European Union (EU) workshops and government briefings on key issues in the current Internet landscape.
About the Coordination Center for TLD .RU
ANO “Coordination Center for TLD .RU” is the administrator of the national top level domains .RU and .РФ (the national registry). Coordination Center’s principal task is to ensure resilient and stable functioning of the domain names registration system and the DNS infrastructure of the Russian segment of the global Internet.
The Coordination Center for TLD .RU was founded in 2001. Its founders were Russian non-government organizations: the Regional Non-Governmental Center of Internet Technologies, the Union of Internet Operators, the Russian Association of Networks and Services (RANS) and RIPN Network Information Center. In its operations Coordination Center capitalizes on experiences accumulated by international organizations, such as the ICANN, which regulates issues connected with domain names and IP-addresses, the Center of European National Top Level Registries (CENTR), the International Telecommunications Union (ITU) and the Internet Governance Forum (IGF).

What is Coordination Center engaged in?
- administration of national top level domain .RU
- introduction and administration of the new national Cyrillic top level domain .РФ, which will be available to Russian users in 2010

- development of procedural documents in the domains .RU/.РФ
- accreditation of registrars (23 for domain .RU and 16 ones - for domain .РФ)
- representation of Russia in international Internet-organizations
- support of social projects aimed at popularization and development of the Internet
