On 7-9 July the 7th socio-economic forum “Information-oriented society” was held in Tver. The Forum participants discussed the current state and prospects of the information society, and creation of electronic government in the Russian Federation.
The CC representatives participated in panels of the Forum.
Mikhail Yakushev, Chairman of the CC Council made a presentation “Practical issues of improvement of the federal legislation with regard to the development of Internet technologies”. In his presentation, Mr. Yakushev focused on the issue of new objects and subjects of legal regulation in the Internet as well as new ways of the rise and evolution of offences. Even more complex legal issues arise due to the expansion of the Internet, such as identity substitution of the net users, abuse of the principle of anonymity in the Internet, plagiarism and violation of the intellectual property rights, the widespread of information with antisocial content. “Solution to these and many other issues lies in harmonization of legislation and an active international cooperation, - noted Mr. Yakushev. - International legal agreements should be developed in the sphere of the Internet. Russia ought to partake in the development and approval of technical standards of the Internet development and in the Internet governance on the whole.”
According to Mr. Yakushev, development of the federal legislation is mainly aimed at ensuring a uniform enforcement of already effective acts in the sphere of the Internet as well as liquidation of loopholes and drawbacks in regulation which hamper development of the Internet in Russia. “Russia needs not a kind of law on the Internet, - Mr. Yakushev emphasized, - but a system of scientifically well-founded federal laws applicable for the sake of an efficient regulation of both common legal relations and those complicated by the use of the Internet technologies. We are I need for “sound” legislation in general, not just a “for- the- Internet -only” legislation, which would ignore the accumulated normative legal base.”
Head of Government Relations, Mr. Leonid Todorov, made presentation “The role of national ccTLDs .RU and .РФ in the activities of government bodies. Stages of implementation of ccTLD .РФ .” “As many as 14 060 domain names were registered in ccTLD .РФ as of 7 July 2010, and we anticipate this figure to surge to about 100 thousand by July 2011,” – noted Mr. Todorov. The Cyrillic domain is essential both for Russian-speaking Internet users and for the government. This is a new instrument for ensuring the national identity of the Russian-speaking community in the world, as well as a project aimed at the expansion of the Runet community. Moreover, launching of ccTLD .РФ will promote development of the national information and telecommunication infrastructure and give a boost to the Internet penetration rate which will result in reduction of the digital divide and growing readiness for deployment of electronic government.
