On 17 June 2009 the Council of the Coordination Center for ccTLD .RU decided to introduce amendments into the documents which regulate registration of the domain names in ccTLD .RU.
The revised version of the document RU-14 "Financial Conditions of Registrars Activity" will take effect since 15 August 2009:
From 1 October 2009 the revised versions of the following documents will take effect:
RU-2 "Registration Terms of Domain Names in ccTLD .RU"
RU-11 "Technical Specifications for the Interaction with Registrars"
The CC has developed and releases clarifications for the users (domains administrators) regarding major amendments introduced into regulation documents and operation of registration system in ccTLD .RU:
Amendments which take effect from 15 August 2009
From 15 August 2009 the final users of the services for registration and extension of domain names registration period in ccTLD .RU will be charged a recommended price of 500 and 350 rubles respectively, exclusive of VAT.
Amendments which take effect from 1 October 2009
From 1 October 2009, when concluding a contract, in addition to login credentials, domain names administrators shall submit to the registrar documents which confirm reported details (clause 5.2. of Provisions). The Registrar shall regulate terms and conditions for transfer of the documents. At the registrar’s discretion, for the purpose of identification the administrator may submit uncertified copies of the documents; however, the registrar may request certified copies of the documents. Domain names registrar shall ensure safekeeping of the submitted by the administrator documents in electronic or hard-copy form during the lifetime of the Contract, as well as during three years after its termination.
Passport of a citizen of the Russian Federation, seafarer’s passport, military card or officer’s identity book (the list may be extended) may serve as an identity document for individual persons; state registration certificate, certificate confirming entry of the legal entity in the Uniform State Register of legal entities or any other document confirming registration of non-resident companies may serve as an identity document for legal entities.
From 1 October 2009 there will be an enlarged list of operations with domain names which the registrar may not exercise without the administrator submitting documents which shall confirm details required for his identification – clause 5.5. was appended. Thus, from 1 October 2009 the new domain may not be registered without the registrar obtaining documents which shall confirm identifying details of the administrator. More detailed information on the procedure for domain names registration may be obtained from a respective registrar. Attention should be paid to the fact that extension of registration period of the domain name registered prior to 1 October 2009 shall not require identifying documents from the administrator. The case concerns solely registration of new domain names. Furthermore, supporting documents shall be submitted once, when concluding a contract with registrar.
Administrators who concluded contracts with the registrar prior to 1 October 2009 may submit documents confirming identification details until 1 April 2010. From 1 October 2009 through 1 April 2010 the registrars shall process applications for registration of the new domain names received from these administrators according to the previous procedure. From 1 April 2010 registration of the new domain names shall be exercised in compliance with the revised version of the Registration procedure in ccTLD .RU. Given that more that 2 million domains have been registered in zone .RU, the Coordination Center suggests the administrators submit documented evidence of their identifying details in advance.
In compliance with the Procedure, the registrar may carry out a check-up of submitted by the administrator or stored in the Registry data by requesting from the administrator clarifications and supporting documents.
From 1 October 2009 the timeline for administrator’s obligation to comply with such a request from the registrar shall be modified:
(1) during 10 days from the moment of dispatch of the request by the registrar – in the event when the contract the administrator has submitted identifying documents;
(2) during 3 days the moment of dispatch of the request by the registrar – in the event the administrator has not submitted identifying documents from the date of signing the contract and through the date of the moment of dispatch of the request by the registrar.
From 1 October 2009 actions of registrar shall be regulated in the event of administrator’s non-compliance with his requests:
- where registrar’s request to the administrator of domain did not refer to identifying documents, the processing of the application for this domain shall be suspended, including the processing pf an application for extension of registration period;
- where registrar’s request referred to identifying documents, the domain name delegation shall be suspended, and upon the subsequent 2 months registration of the domain shall be annulled (naturally, in the absence of a reply to all registrar’s notifications forwarded to the administrator);
- the registrar may suspend domain delegation instantly without sending a notification to the administrator, should it be found out that the administrator’s identifying details stored in the Registry have been fictitious.
