Russian Federation Government chose Federal State Unitary Enterprise «Central Science Research Telecommunication Institute» (FSUE «ZNIIS») as the mobile number portability (MNP) database operator. Details can be found in the official press-release of the Russian Federal Communications Agency.
Coordination Center and “Technical Center of Internet” congratulate ZNIIS with the beginning of a very important for all Russian mobile communication subscribers project and wish luck at work.
CC and TCI have worked on MNP project with the working group participants as well. Thanks to the group, which consisted of more than 50 industry experts, our companies managed to work out a unique number portability system in Russian practice.
"The system worked out in CC and TCI can serve millions numbers portabilities per day. At this the network of distributed servers in the current configuration can process several billions portable numbers data references”, - says TCI CEO Alexey Platonov. The platform’s functions include numbers portability not only for individuals, legal entities and small businesses but numbers portability support for subscribers who must conform to Government Procurement demands (appendix to Federal Law 94-ФЗ).
So CC and TCI have become first Russian companies which have not only worked out the platform of mobile numbers portability with full correspondence to the Russian Law demands but have applied authentic Russian developments as well. This is very important for the numbers portability for the platform does not depend on foreign decisions suppliers, thus providing full secure and seamless work of portable numbers inform systems.
«In the frames of MNP projects we managed to create an operation system for a great number of subscribers: this is a unique experience both for Russia and international practice, - says Coordination Center for TLD .RU CEO Andrey Kolesnikov. - Our platform fully corresponds with business scenarios which we had been developing from February to October, 2013, together with mobile operators and other services consumers. I am very glad that it was CC and TCI that could get such experience: we are very sorry that the decision created by us is not yet claimed but we are planning to use the gathered experience and developments for numbers portability platform in our new projects.”
Coordination Center and “Technical Center of Internet” are impatiently waiting for the start of the project for all Russian mobile network subscribers both as consumers and developers of this service.
