ICANN May Consider Banning Bulk Domain Name Registrations

ICANN GNSO has prepared a report on measures taken to counter DNS abuse. One of the possible measures in it is the tightening of control or a complete ban on bulk registrations of domain names. It is well known that cybercriminals actively resort to mass registrations: they register many domains for their servers or phishing websites at bargain prices and quickly change domains as they are blacklisted domain names associated with illegal actions.

The report of the working group notes that, of course, examples of bulk registrations of domains for legitimate purposes are also known. However, the Working Group recommends that the GNSO Council, in conjunction with other ICANN structures, carefully study the relationship of bulk domain name registrations to DNS abuse and, if necessary, develop appropriate policies to counter this phenomenon. The working group's report will be considered by the GNSO Council by the end of October. However, the Domain Incite, reporting this news, sarcastically notes that even if the development of "any actual policy" is recognized as necessary, work on them is likely to stretch for many years. Therefore, to say that the mass registration of domains is living out its last days, would be a clear exaggeration.
