The thing is that the DNS root zone is in the management of USA Government, precisely of the National Telecommunications and Information Administration (NTIA) of the Ministry of Trade.
Meanwhile it became known that more than 800 thousand USA Federal Structures employees will have to go on vacation. If this vacation will linger and touch NTIA specialists, no ICANN decisions about changes in the DNS root zone will be implemented. Firstly this problem can touch upon new top-level domains already delegated by ICANN, implementation of which can be again delayed.
