Governmental Assembly Committee (GAC) published the list of adjustments and objections for the new top-level domains. The document recommends to refuse two applicants for .africa and .gcc domains as well as to submit more strict requirements to applications of some sorts.
GAC recommends to refuse the DotConnectAfrica’s applications for .africa domain in future. The scandal around this domain has been unwrapping for quite awhile: despite the lack of support by the African Union, this applicant decided to go on with the battle for the application. The African Union supports the Uniforum organization which also applies for this domain, and GAC doesn’t have any claims to Uniforum’s application. The name of .gcc domain coincides with the name of a multinational organization Gulf Cooperation Council, and some Persian Gulf countries object to the application.
Also GAC doesn’t recommend to go on with approving applications for some domains which names coincide with geographical names but don’t represent geographical territory at this. Among them there is .persiangulf domain, several Chinese .IDN-domains. .amazon domain as well as its Chinese and Japanese analogues, .patagonia, .date, .spa, .yun, .thai and .zulu domains.
Moreover the list also includes “wine” domains .wine и .vin. Some GAC members are also against applications for .islam and .halal domains. The Committee advises for more strict requirements to the domains which happen to be in one of the 12 following categories: finance, Internet for children, environment, health and fitness, gambling, charity, education, intellectual property (.audio, .radio, .fashio etc.), professional services, corporate identificators (.corp, .llc, .gmbh etc.), common geographical names (.town, .city, .capital), as well as governmental names (.army, .navy etc.). According to GAC, it’s necessary to include a condition of all the applicable laws maintenance by the registrars into the policies of such domains. Finance domains should implement the adopted practices and maintain the necessary security level. Illegal activity in the domains must be limited to the minimum: registrars will have to cooperate with corresponding organizations for that.
Moreover, applicants for .fail, .gripe, .sucks и .wtf domains must develop strict security policies against rude treatment and threatenings in the top-level domains.
GAC’s innovations will not touch upon .ДЕТИ domain: the application for the young Internet audience domain has initially been compiled considering high demands for legitimacy and security in the domain. In particular, the Coordination Center cooperates with several organzations: Kapersky Laboratory, Group-IB etc. to make Russian domain more secure.
