Education
1985: Graduated from Lomonosov Moscow State University Faculty of Law.

Career
Began his legal career at the All-Union Research Institute of Soviet Legislation.
1988-1993: Research fellow at the Institute of Legislation and Comparative Legal Studies under the Russian Government, where he earned his PhD in Law in 1992.
1997-1998: Deputy Chairman of the State Conversion Fund.
1999-2000: Deputy General Director of the Russian Research Institute of Space Device Engineering.
2000-2003: Deputy General Director of Almaz-Antey Concern.
In 2003: Entered public service as adviser to the Russian Deputy Prime Minister.
2004-2008: Deputy Head of the Federal Agency for Industry, where he coordinated the activity of industries in the defense sector. He was responsible for the structural reform of industry; state property management; legal activity organization; mobilization readiness; implementation of state policy in civil defense and in-house security; document, organization and information support for the agency’s staff, including information security.
Full State Councilor of the Russian Federation, 3rd Rank.
Awarded the title Merited Lawyer of the Russian Federation; holds the honorary certificate of the Federation Council of the Federal Assembly of the Russian Federation; member of the Russian Lawyers’ Association.
