In 1994 Sergey Petrov graduated from Kazan Aviation Institute named after A.N. Tupolev with a specialization in optical and optoelectronic instrumentation; he was conferred the qualification of an optical design engineer.

In 1995 Sergey started working for CTC Media as the CEO of CTC TV channel in Kazan (TV 6 Channel). He successfully managed the channel for three years and was invited to join the CTC Media team at the headquarters.

In 1998 he started as the senior manager of the Development Department of the CTC TV channel's network. Already in a month, Sergey became the head of the Development Department of the CTC TV channel's network and external relations. In a year he became the head of CTC’s Sales Department.

The strongest commercial service on the media market was created under Sergey's management, the trade alliance with the Video International Group of Companies strengthened. The advertising revenue of the holding grew much faster than the advertising market in general. The indicators of sales efficiency of CTC TV channel reached record heights. Sergey Petrov was the head of the commercial segment of CTC Media until the end of 2008.

Since 2002 Sergey Petrov was the Deputy CEO of CTC for four years, since 2005 he was at the same time the Deputy CEO of Domashny (“Home”) TV channel.

Moreover, in 2006 Sergey Petrov headed CTC Region and Marathon TV companies. Within three years CTC Region team increased the number of their stations. The number of cities where CTC Media network was broadcasted increased from 30 to 100; the economic efficiency of its assets increased.

In 2008 Sergey became Deputy CEO of the CTC Media holding for Regional Development. He successfully led the development and infrastructure support in the cities where CTC Media channels were broadcasted and also managing his own assets. At the same time, Sergey worked as a Deputy CEO of ZAO CTC (closely held company), ZAO Novy Kanal (TV channel Domashny), ZAO TV Daryal and a CEO of CTC Region.

In 2009 Sergey Petrov became Deputy CEO for Broadcasting Management of CTC Media, Deputy CEO of ZAO CTC (closely held company), ZAO Novy Kanal (TV channel Domashny), ZAO TV Daryal and a CEO of CTC Region.

Since 2007 Sergey Petrov has been a member of the Russian Academy of Television, has been a member of the jury of professional television awards – TEFI, TEFI Region, Geroy Nashego Vremeni (“Hero of Our Time”).

In 2010 Sergey became the Vice-President and a Board member of the National Association of Broadcasters.

In 2012 Sergey Petrov joined The Expert Council for Mass Communications under the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor).

In 2013 Sergey Petrov took an active role in creation of a not-for-profit partnership for the development of media communication industry – Media-Communication Union (at the moment it’s called MCU Union). On 5 December, 2013, he was elected MCU’s President. At the moment Sergey is the Chairman of the Board of the MCU Union.

In November 2014 MCU successfully presented the “Development roadmap for the media-communication industry” at the RIW 2014 forum. MCU became the institution that united the largest media companies, telecom operators and paid television. MCU is a base for professional expert evaluation of the most important legislative initiatives that regulate the media-communication industry.

In 2016 Sergey Petrov became the CEO of the Association of Broadcasters and Adverting Industry’s Professionals “Industry Committee on TV Audience Measurement”. The Industry Committee developed and adopted strategic targets, tasks and priorities for the development of media content consumption in all areas of distribution. The largest media holdings Pervy Kanal (Channel One), VGTRK (All-Russia State Television and Radio Broadcasting Company), National Media Group (NMG), Gazprom-Media Holding, CTC Media and professionals of the advertising industry: The Association of Branded Goods Manufacturers of Russia, Association of Communication agencies AKAR and National Advertising Alliance united their efforts at one place. The most topical issues of the development of TV audience measurements in Russia are discussed at the Industry Committee.

From 5 December 2017 Sergey Petrov has been the Director of the Autonomous Nonprofit Organization Internet Development Institute. On 26 January 2018, Sergey Petrov was elected Chairman of the Council of the Coordination Center for TLD .RU/.РФ.
