Better cybersecurity as internet infrastructure development driver


The Fourth Central Asian Internet Governance Forum (CAIGF 2019) is taking place in Tashkent, the capital of Uzbekistan. This year, it is hosted by Inha University.

On the eve of the official opening, the forum speakers visited Westminster International University in Tashkent where they presented lectures as part of a special educational program titled CAIGF – Academic Engagement Days.

Mikhail Anisimov, Deputy Head of the External Communications Department at Coordination Center for TLD .RU, focused his presentation on the history of internet governance. He talked about the key elements of internet governance and the main events held at the global, regional and national levels. The audience learned about the groups of stakeholders that are usually mentioned in internet governance debates, as well as the role of the state, businesses, civil society and academia in this process. In addition, Mr. Anisimov talked about the need to consider the opinions of all interested parties within the various multi-stakeholder models used by those involved in internet governance around the world.

One of the breakaway sessions during the second day of CAIGF 2019 was titled “The cybersecurity of individuals, society and the state.” It included a presentation by Mr. Anisimov in which he described how measures to enhance cybersecurity affect the way the internet works.

“Efforts to improve cybersecurity and avoid cyber risks inevitably affect infrastructure development and internet architecture, as well as relations among those involved in this sector. In terms of cybersecurity, technological development can be compared to the opposition of a sword and a shield: new cyber risks bring about new security measures, protocols, encryption and authentication tools and antivirus solutions, which, in turn, leads to new innovative ways of committing crimes, and new cyber weapons,” Mr. Anisimov said, adding that efforts to block internet access, protect personal data and enhance internet stability and security are the things that affect the way the internet works the most.
