End of anonymity on Runet: Coordination Center for TLD .RU/.РФ presents new measures to counter online fraud

On September 22-24, 2026, the Diplomatic Academy of the Foreign Ministry’s Moscow State Institute of International Relations hosted the 20th international forum titled Partnership of State Authorities, Civil Society and the Business Community in Ensuring International Information Security. The event focused on the protection of digital sovereignty and measures against cyberthreats.

Organized by the National Association of International Cybersecurity, in cooperation with the Russian Security Council and the Russian Foreign Ministry, the anniversary forum took place under the tagline of “For a Peaceful Global Information Society”.

The offline and online program consisted of a plenary session and six thematic roundtable meetings. The forum was attended by over 350 leading experts, including 114 foreign experts from 50 countries of Asia, the Americas, Africa, and Europe, as well as international organizations such as the United Nations, BRICS, CIS, SCO, CSTO, and the International Committee of the Red Cross.

President of the National Association of International Cybersecurity Boris Miroshnikov opened the plenary session. He noted that over many years, the forum has become a widely recognised and respected international platform for dialogue between the state, business, and society on international cybersecurity issues.

Aide to the Secretary of the Russian Security Council Dmitry Gribkov stressed in his remarks that the current international cybersecurity climate shows the growing scale and intensity of ICT use for military and political purposes. Critical information infrastructure facilities are increasingly targeted by hackers who essentially commit terrorism and threaten people’s lives.

“In a crucial achievement of the past years, the UN developed, at Russia’s initiative, the Convention against Cybercrime, which is the first universal agreement in the digital field, aimed at building effective cooperation among law enforcement agencies to counter hacking, online scams and fraud. Eighty-one countries have already signed the convention. We plan to finish the ratification as soon as possible. We know that many of our partners are doing the same. We call on all countries to join the document and to participate in the talks on expanding the scope of the convention – to terrorism, extremism and other crimes,” Russian Deputy Foreign Minister Alexander Alimov said in his remarks.

Advisor to the Director of the Coordination Center for TLD .RU/.РФ Vladimir Gorzhaltsan presented a report during the first roundtable meeting on countering IT crime.

The expert noted that online scams in Russia have become quite aggressive, targeting the most vulnerable categories of the population. The Coordination Center has launched a project called Domain Patrol that successfully coordinates cooperation with law enforcement agencies and registrars. The average response time to malicious websites is under six hours, which is the fastest rate in the world.

In this context, consolidating efforts of the state, businesses, the tech community, and public institutions for best possible pushback against cybercrime in all its forms is becoming increasingly important. One step was to adopt Federal Law No. 569-FZ of September 1, 2026, that radically changes the rules of conduct in the national domains .RU, .RF and .SU.

“Federal Law No. 569-FZ creates an instrument that makes anonymous registration in the Russian domains impossible. A foreign national without a Russian passport and a verified Gosuslugi account won’t be able to register a thousand domain names to a fake identity,” the speaker stressed.

From now on, any transactions involving domain names require mandatory identification using the Unified Identification and Authentication System (Gosuslugi) while registrars must be Russian legal entities included in a special registry. The principle of industry governance remains in place.

Vladimir Gorzhaltsan highlighted that the security system linked to Gosuslugi verification is currently one of the best in the world.

The new measures are primarily aimed at increasing the transparency of the Russian internet, protecting children and seniors from scammers, and ensuring the country’s technological independence.
