New domain name registration rules published

The Coordination Center for TLD .RU/.РФ has announced the publication of regulatory legal acts establishing the Terms and Conditions of Domain Name Registration in .RU and .РФ and the Procedure for Creating and Maintaining Lists of Legal Entities Registering Domain Names in .RU and .РФ. The documents were developed pursuant to Part 7 of Article 14.2 of Federal Law No. 149-FZ of July 27, 2006, On Information, Information Technologies, and Information Protection, as amended by Federal Law No. 569-FZ of December 29, 2025.

On August 31, 2026, the Government of the Russian Federation adopted two key documents, which were officially published on September 1, 2026:

The document establishes a uniform procedure for the registration and administration of domain names in national TLDs, as well as for the termination of the right to use them.

The document sets out the criteria and procedures for including registrars in the official lists, as well as the requirements governing their activities.

On August 5, 2026, the Extraordinary General Meeting of the Coordination Center’s Founders adopted Resolution No. 05-42 approving a new version of the Accreditation Agreement, which will enter into force on September 10, 2026.

Under the new version of the Agreement, for registrars accredited before September 1, 2026, their accreditation agreements will terminate on the date they are officially included in the government-approved list of legal entities registering domain names. If a registrar is not included in the list before then, its agreement will remain in effect until January 18, 2027. This mechanism enables existing registrars to continue seamlessly accepting and processing requests from domain name administrators while completing all the necessary procedures for inclusion in the specified list.

The full texts of the new regulatory documents are publicly available in the “Documents” section of the Coordination Center website.
