A new section, launched on the website of the Coordination Center for TLD .RU/.РФ, deals with changes in the domain name registration procedures for the .RU, .РФ, and .SU TLDs, including answers to frequently asked questions, explanations about new requirements, as well as recommendations for state and municipal entities which will have to transfer their domains to an authorized registrar.
This new section is designed to help domain administrators and registrars understand the new requirements to be ready to operate in a new environment.
These changes mostly concern Federal Law No. 569-FZ, dated December 29, 2025, On Amendments to Federal Law On Information, Information Technology and Protection of Information, and to Certain Legislative Acts of the Russian Federation. In accordance with the amended procedure, all domain registrants will have to go through a mandatory registration procedure using the Unified Identification and Authentication System (ESIA, e-government services portal). There is also a special procedure for registering domain names for state customers. Domain name registration rules will be viewed as an official document subject to approval by the Government of the Russian Federation. Moreover, all three country-code TLDs, .RU, .РФ and .SU, will be governed by the same rules.
The main purpose of these amendments consists of making the Russian domain space safer and more transparent. The requirement to go through a mandatory authentication procedure using the ESIA system (e-government services portal) starting September 1 is intended to serve as a reliable confirmation of the registrant’s identity, making it much harder to register domains for fraudulent purposes or engaging in other abusive or malicious practices.
With just two months left before the new rules come into effect, now is the right time to get ready.
