On June 4, the Regional Commonwealth in the Field of Communications (RCC) Commission on Telecommunications Regulation and the RCC Telecommunications and Infocommunications Operators Board held a joint meeting in St. Petersburg as part of the St. Petersburg International Economic Forum.
Vladimir Gorzhaltsan, Advisor to the Director of the Coordination Center for TLD .RU/.РФ, took part in the meeting. He delivered a presentation on fraudulent schemes involving domain names and outlined a comprehensive, multi-layered approach to combating such threats.
In his remarks, he focused on Russia’s experience in developing and protecting national domain infrastructure, as well as on regulatory changes in the domain industry that will come into force on September 1, 2026. Vladimir Gorzhaltsan noted that the Coordination Center has been consistently combating all forms of domain-related fraud for many years and has accumulated extensive positive experience in this area.
“Today, the Runet is developing not in isolation, but under the influence of global trends and challenges. Under sanctions pressure, Russia faces the need to devise its own national responses. Therefore, we intend to address the risks of fraudulent attacks by strengthening the security of the country-code domain ecosystem, while also sharing our experience and defending our national position at regional and international forums,” the speaker emphasized.
Vladimir Gorzhaltsan also presented the Coordination Center’s security initiatives, including the Domain Patrol and Netoscope projects:
“The Coordination Center for TLD .RU/.РФ actively implements and supports established practices while also developing its own unique mechanisms, many of which reach the level of internationally recognized best practices,” he noted.
Concluding his presentation, Vladimir Gorzhaltsan highlighted the importance of aligning regulatory approaches and expanding cooperation to ensure the security of the digital environment at the national, regional, and international levels.
