Civilized secondary domain market strengthens user confidence in the domain zone

On September 6-9, the Asia Pacific Top-Level Domain Association held an online conference, APTLD 80. The conference was co-held with the Pacific Internet Governance Forum, PacIGF. It was attended by over 500 people from 51 countries, including experts from the Coordination Center for TLD .RU/.РФ.

On September 9, the Deputy Director of the Coordination Center, Irina Danelia, took part in a session devoted to marketing and the creation of a civilized secondary market for domains in the Asia-Pacific region. With her colleagues from the region’s national registries, she discussed the problems of and potential for creating a civilized secondary market for domains.

Ms Danelia spoke about the actions the Coordination Center takes to develop the secondary market: it adjusts the Domain Registration Rules in the .RU and .РФ zones and removes irrelevant restrictions, develops procedures for re-registering domains and establishes rules for returning vacated domain names for re-registration. She called the development and publication in open access of the Methodology for assessing the cost of domain names in the secondary market an important step towards the creation of a civilized secondary market for domains, which was appreciated by the Russian registrars.

“Transparency in transactions, clear pricing, and the opportunity to learn more about the “history” of the selected domain name – all this will increase the level of user confidence in names in the Russian domain zones and will contribute to the further development of the Russian domain space,” said Irina Danelia.

Much attention was paid to DNS security. For example, at the session, Thinking Big: Big Data to Mitigate DNS Abuse, participants discussed in detail the existing approaches to working with Big Data in relation to DNS Abuse. They noted that working with these tools will allow for more efficient discovery, classifying and collecting evidence on the domains used for DNS Abuse. Graeme Bunton, head of the DNS Abuse Institute, spoke about the institute's main activities: education, collaboration and innovation, as well as about key initiatives, including training, the creation of a centralized tool for generating DNS Abuse reports and creating mechanisms for collecting and analyzing information about DNS Abuse (intelligence). Next week Graeme Bunton will speak at https://tldcon.ru TLDCON 2021 – he will be the main speaker at the session Trust on the Internet and DNS Abuse, which starts on September 16 at 10 am.

Participants in the My DNS, My Rules session on the domain name system noted the importance of the domain name system for the internet infrastructure in general. Participants presented views on the use of DNS from the perspectives of registrars, registries and end users. The speakers noted that the development of new internet services and an increase in internet inclusiveness in the world would certainly lead to growth in DNS as a whole. Answering a question from Vadim Mikhailov, an infrastructure consultant at the Coordination Center for TLD .RU/.РФ, on the future of DNS due to the growth of the Internet of Things, Rohan Durrant, Senior Engineering Manager at GoDaddy, expressed his belief that DNS will change in the next 10 years, and will likely become more secure and less transparent, for example, thanks to DoH/DoT. He also noted that many DNS users are looking for ways to move away from its centralization, for example, using blockchain technology.

Participants in the session devoted to security, privacy and risk management during the pandemic discussed the importance of building a secure internet infrastructure for organizations in view of the significant growth in the number of remote users, and exchanged views on the initiative to create open data exchange platforms and their role in increasing resilience and the reliability of key network resources in the Pacific region.

The next regular conference, APTLD 81, will be held on February 22-25, 2022, and the host country will be Laos.
